DYI PMO Assessment Tool
I am sharing what I believe to be an easy method for a new or seasoned project manager to assess and establish a project management office (PMO) function for their organization. I have used this tool at the division, facility, and system-equivalent levels. It is based on the Donabedian Structure, Process, and Outcomes model for assessing healthcare quality; wherein the case of the PMO function, the processes are the interactions between project managers and stakeholder, and structures are the context in which those processes occur, such as within the facility, and training level of the staff. The premise is that if the appropriate structures and processes are in place, the desired outcomes will be realized.
Starting from left to right the assessor would follow the flow diagram asking a series of questions assessing the health of the PMO. I gave suggested remediation actions based on the case study for which I codified the tool for application in the military health treatment system. I am resharing this tool as I see there are some organizations that are still struggling to get their PMOs established. The simple steps above worked for me. I welcome feedback to improve it and am interested in seeing other tools that you find helpful.
